The value of an inspection record is comparison. A move in report and a move out report on the same property are only useful together, which is why this form uses the same five room ratings and the same safety list for both, with the inspection type recorded at the top rather than implied by which form somebody picked.

Meter readings and key counts are on here because they are the two things that cause arguments after somebody has already left. A reading written down at handover settles a bill; a reading nobody took is a conversation with a utility company. The same is true of how many key sets went out.

The safety list is separate from the room ratings on purpose. A kitchen can be in good condition and still have a smoke alarm nobody has tested, and burying that in a general rating is how it goes unnoticed for another year.

The tenant signature is optional rather than required, because a move out inspection often happens after the tenant has gone. Where they are present, having both signatures on the same record is what stops a condition report becoming one side's word.
